【摘要】旅客列车作为窗口单位,如何在科学发展观的指导下,实现安全生产,打造客运品牌,提升服务质量,本文通过旅客列车安全生产管理、旅客服务质量和日常工作反映出的薄弱环节进行深入细致的实地调研分析并对今后的客运工作提出了粗浅看法。

前言:作为窗口单位,查布嘎车务段旅客列车的管理工作中仍存在着许多不利因素,这些不利因素影响着旅客列车安全生产的持续稳定,阻碍着旅客列车服务工作的进一步提升和创新,制约着旅客列车管理工作的整体水平。
这些不利因素主要表现在:
1.在管理机制和安全问题的追踪落责上,还存在着一定的问题,安全管理机制缺乏可操作性,与实际工作脱节,不能在实际工作中有效地发挥作用,导致工作中存在的问题发现不了,发现的问题挖掘不出深层次的原因,责任落实有偏差,整改措施不到位,跟踪检查跟不上,问题不能从根本上得到解决。
1 2.在班组自身作用的发挥上,从对班组工作的实际检查中发现,多数班组长仍然存在着“等、靠、拖”思想,对班组工作缺乏自主管理、超前管理和针对性管理的意识和工作态度,班组工作基本是处于上面要求什么,班组就做什么,上面发现什么问题,班组就整改什么,班组作用没有得到实际发挥。
3.职工的技术业务素质还存在很大差距,这主要表现在乘务员标准化作业落实上有偏差、非正常情况处置不妥当、服务质量低劣等。
4.在旅客服务工作上,缺乏对乘务员职业道德、服务意识和服务理念的教育,对职工的服务礼仪和服务技巧培训力度不够;在对职工的组织关怀和帮扶上还做的不够,缺乏对职工思想和生活上的了解,不能很好地对职工思想生活上存在的问题,给予最切合实际的帮助。
针对旅客列车工作存在的实际问题,笔者认为必须通过采取优化管理结构、加强自控型班组建设、补强职工队伍素质、加强职业道德教育、坚定不移地开展“三项工程”建设等措施来补强。
1.创新安全工作思路。针对新管理体制带来的安全管理变化,结合查布嘎车务段的管理实际,在对安全关键性、倾向性和惯性问题进行梳理、分类和定性的基础上,应该在各级管理干部中全面推行“查找问题是义务、发现问题是能力,处理问题是关键、解决问题是实绩”的新安全绩效观。同时,结合
2 公司“2+1”安全管理体制,通过安全生产“问题管理法”这种严格的安全管理问责制度,促使干部转变作风,对存在问题100%追踪整改,把安全隐患消灭在萌芽阶段。深入落实三级管理,确保每一份安全管理压力、每一项安全措施、每一个卡控办法,都能及时传达传递到每个干部职工,彻底消除执行决策“中间梗阻”、落实措施“消化不良”、制定办法“打架扯皮”等不利因素。同时在安全管理上,必须坚持“四不放过”的原则。
2.强化班组建设。针对班组自身作用发挥上存在的问题,必须使每一级管理者充分认识到,安全生产的最终落脚点是班组,班组安全管理的好与坏直接关系到铁路整体安全局面的稳定。为进一步提升旅客列车的安全管理水平,确保旅客列车安全有序可控,必须深入开展自控性班组建设。组织安全专职干部逐班组包保、检查,完善旅客列车安全管理办法和相关安全卡控措施,下发现场作业指南,制定结合部安全管理措施。确定车门、独立暖房、餐车压力锅炉、快速旅客列车塞拉门、电暖气等安全重点部位,确定车门管理及检查、取暖锅炉的卡控等方面的安全重点作业,明确各岗位安全生产重点人员。坚持做到“重点作业重点卡、重点部位重点管、重点人员重点盯”。充分发挥班组长兵头将尾管理作用,对班组长实行月度考核、季度排队、调整的管理办法,通过加大投入增加班组长岗位“含金量”,促使班组长敢管事、真管事、管正事。积极采
3 取以罚定奖,设立防止(发现)安全隐患专项奖励基金,对职工防止或发现的安全隐患,按月进行奖励,引导职工之间积极主动自控、互控和联控。
3.提升业务技能。针对职工技术业务素质问题,必须采取积极措施。“工欲善其事,必先利其器”,要想打造一支能打硬仗的队伍,就必须狠抓职工队伍素质建设,通过制定 “职工技能一体化”达标考核办法,坚持每年对职工技能水平进行全面培训、教育和考核,实行等级管理,以能定岗、以岗定效的工作考核办法,在职工中营造凭本事吃饭、靠技术拿钱的良好氛围。同时,针对旅客列车的工作实际和人员状况,在职工业务培训上,应采取“一帮一”、“老带新”等灵活多样的方式,不拘泥于段、车间安排的集中培训;在工作职场,结合工作实际对职工进行现场教育,加强职工的感性认识,从而使新职人员能更快更好地接受业务知识,尽快成为岗位能手。
4.确保队伍稳定。在加强旅客列车管理的同时,我们还必须清醒地认识到,队伍稳定是企业发展的第一前提,更是落实好安全工作的重要保证。没有稳定,一切无从谈起。通过对乘务员工作生活情况的深入了解,深深感受到乘务员工作的辛苦和经常与家人长时间分离感情上所承受的孤独和寂寞。对乘务员我们应该深入推行“五必谈、五必访”制度,即职工情绪低落时、与同志闹意见时、变更工作时、思想波动时、违章违纪受批评时,管理人员必须及时与职工深入交谈,帮助化解思
4 想疙瘩;职工家庭有矛盾时、红白喜事时、生病住院时、受到纪律处分时、生活困难时,管理人员必须及时对职工进行探访,予以关心帮助,从而在单位与职工之间架起沟通感情、联系友情的“连心桥”,让职工切实感受到组织的关怀和温暖。
要积极发挥“三不让”承诺帮扶机制的作用,积极为困难职工提供生活、就医、子女上学等帮扶,免除困难职工后顾之忧,使职工全身心地投入到安全生产中去。对职工生活和文化上存在的问题,也要给予足够的重视,广泛听取职工意见,积极采纳合理化建议,有针对性地解决职工生活和文化上存在的问题。
5.加强文化宣传。在车间班组中深入开展企业文化建设,从精神层面提升职工生活的档次和品味,利用车务段自办的《窗口》报,坚持对表现突出的一线客运人员进行专题报道,将他们的工作照片和先进典型事迹刊登在报纸上,以此激发全体乘务员学先、赶先、超先的荣辱意识。
以上是笔者对提高集团公司旅客列车安全管理水平,确保旅客列车安全的几点浅显认识。
作为旅客列车的一名管理者,认为在确保广大旅客生命财产安全的同时,还必须为旅客提供一个美观、温馨、舒适的旅行环境,这一点对于旅客列车来说,尤为重要。随着集团公司各项事业的蓬勃发展,客运工作环境发生了一系列的变化,如运用车体换型、乘务人员更新、管理机构改革等,作为一名旅
5 客列车管理人员,越来越感觉到,在新形势下如何科学布局,把高档次的硬件设施和高水平的服务技能完美结合起来,打造出集团公司的服务品牌是摆在我们面前的一个重要课题。
好的品牌一定要有好的产品,这是一条铁律,更是一个品牌的重要保证。所以,我们要从“做出好的产品”来入手,旅客列车要想创造品牌,就要从追求高水准的服务技能和高档次的服务质量入手。具体的做法应该是:
1.打造一流的乘务队伍。作为旅客列车乘务人员必须要树立一切为了旅客的服务理念。旅客列车的服务工作,最大的特点就是一种动态的服务、全方位的服务,这无形中增加了服务工作的难度。所以在日常培训中,应加强对乘务员这方面的教育,提高乘务员的服务意识和服务技巧。通过集中培训和现场教学的方法,不断提高乘务员的服务技能。在服务工作中,要让乘务员充分地认识到,旅客的满意,就是我们服务工作的追求;旅客的赞许,才是我们服务工作的最高荣誉。“意识决定行动”,要改变以前对旅客僵化、模式化的服务,改被动服务为主动服务,对乘务员加强“以人为本”的服务理念教育,切实把我们的服务理念和服务内容落到实际工作中去。在这项工作上,我们应采取“教育加引导”、“考核加奖励”的办法提高职工的服务积极性。
要经常性地对职工进行职业道德教育,培养她们吃苦耐劳、无私奉献的敬业精神。让我们的服务理念被广泛认可,深
6 入人心,并切实运用到实际工作中,自觉主动做好各项服务工作。同时,为能快速达到“外美内实”这一标准,车间班组要经常性地开展专业化技能培训、礼仪化服务培训、军事化形体培训,规范站、立、行、走的标准,从而全面提升职工素质,提高职工形象气质。要通过“走出去”、“请进来”的方式,接受星级宾馆专家培训,学习航空服务技巧,拓展列车延伸服务等。通过改进、补强、提升等举措,逐步形成极具竞争力的乘务员队伍。
2.实现一流的精细管理。精细管理是打造品牌的关键因素。精细管理就是要落实管理责任,把责任具体化、明确化,每一个管理者都要尽责、到位,追求“把工作一次做好”。工作要日清日结,乘务工作要趟清趟结,发现问题及时纠正,及时处理。一流的精细管理要靠一流的队伍来实现,更要有一流的管理人员,特别是对列车长的选人、用人机制到现场岗位职责的落实,都要形成精细化的管理链条。
为实现一流的精细管理,要注重分析每个事件的性质和类型,避免简单地就事论事,通过对事件的分析制定相应的制度和采取相应的措施,从而使乘务管理工作能够有计划、有目的地进行,最终达到规范化、制度化。强化对问题的落责追究,对责任者真正达到教育、对其他人真正达到警示教育的目的。在对乘务员服务工作的评判上,还应把旅客的意见作为一项重 7 要指标,让旅客真正成为我们服务工作的监督者,这样才更有利于我们服务工作的提高和改进。
3.追求一流的工作质量。为实现这一目标,在管理工作上我们应不断推陈出新,结合自身工作实际,紧跟铁路发展的步伐,广泛征求旅客意见,制定符合自己特点的《列车工作标准》、《列车服务质量标准》和《列车旅客满意度指数评价标准》,着重在规范服务(包括作业标准、规范礼仪、言行举止、服务用语等)、特色服务(包括亲情服务、个性服务、诚信服务等)、优质服务上下功夫,如丰富影视系统内容,增加旅游信息等;依据职工服务技能质量、车容卫生质量、感情沟通质量、饭菜供应质量、卧具清洁更换质量和服务设施质量等六大方面,定期测评服务标准实施情况,从而保证服务程序规范化和服务质量的高水准。
另外,继续推行和完善星级列车员评比活动、班组季度评比活动,设立管理管理质量奖等有效的管理和激励机制,激发广大乘务员的服务热情。要本着细节决定成败的原则,注重工作过程中每一个细微环节,本着“自然、亲切、和谐、时尚”的原则,通过一句话、一个微笑、一次广播、一次服务…… 让旅客直观感受到我们的服务档次。
4.创建一流的列车文化。我们以旅客列车为阵地,弘扬文明乘车,创造温馨环境,礼貌待人的良好乘车环境。在洗脸间、厕所、车厢联接处、电暖气等这些容易“忽略文明”的地
8 方做温馨提示贴,既可以起到温馨提示的效果,又可以起到警示宣传的作用。
其次要在列车广播上下功夫,丰富广播内容,对列车上的有关规定和铁路相关知识做到录音化,让旅客做到对铁路规定有预知,自觉遵守铁路规章制度;铁路沿线地区经济文化和特色风光编排在广播内容里,让旅客在旅行中能随时了解沿线的风土人情,在旅行中增长见识;还可以在广播节目中编排一些灵活多样的娱乐性节目,可以是相声、小品等节目,也可以根据不同的节日,与旅客互动的小节目,缓解旅客旅途中的疲劳和乏味。为更进一步体现文化列车,展现集通企业形象,还可以通过建设列车画廊,在列车车厢过道、餐车等处精心设计展现集通沿线风光的图片等达到丰富列车文化,弘扬企业文化的最终目的。
